Need Advice on How to Properly Approach My Neighbor About her Foster Dog's Bad Behavior?
This is a bit long so I will apologize for the length right off the bat.
My neighbor and I have developed an odd sort of friendship over the past year that we’ve been living next to one another. For the most part, we get along just fine, but the matter we have the most disagreement over is how we handle dogs.
I own an APBT mix and take the responsibility very seriously. My dog is not permitted to jump on or nip at people, bark or howl excessively at home, or play rough at the dog park. Dominant behavior is not accepted and any slight misbehavior is immediately and firmly corrected. Because of the bad reputation the APBT gets, I consider my style of training that of "ruling with an iron fist in a velvet glove." I am firm but fair. My dog has passed every temperament test he’s ever taken and is now in training to become a certified therapy dog.
Her training style (or lack thereof) is completely different. The only way I can describe it is as "back seat dog ownership." Although I find this style to be undesirable at best, it is of particular concern to me since she has taken on a Rottweiler foster dog. The Rottweiler is another dog that gets wrongly demonized for the mishandling of its owner and it needs a very responsible handler to fully embody the wonderful qualities the breed has to offer. I’m not bashing the breed at all (I’ve fostered Rotties in the past and love the breed), I am talking about this dog in particular. She is dominant, intact (because the shelter botched her surgery and the dog went into heat less than a week after her supposed "spay surgery"), and territorial. The dog doesn’t get adequate exercise or discipline.
I stopped having my neighbor watch my dog after I noticed several bite marks on him following his stays with her while I was away. When I inquired about it, she responded that
